Ukraine:  Winterkill includes total winter-crop losses attributable to unfavorable fall and winter weather, including fall drought.  Average winterkill in Ukraine is about 15 percent, and losses seldom exceed 25 percent, although persistent and widespread ice crusting in 2003 destroyed roughly 65 percent of the winter crops.  Winterkill for the 2005/06 crop was remarkably low at only 2 percent.  In March, the Ministry of Agricultural Policy estimated damage to date for the 2006/07 crop at 12 percent.
